In 2014, Tim Conerly was arrested in the wake of an armed robbery in the French Quarter and waited 28 months for a trial, 3 of those months on suicide watch after an attempt to hang himself in his cell. In tracing Tim’s trajectory from arrest to trial to sentencing, GUILTY UNTIL PROVEN GUILTY offers a timely diagnosis of the crisis in Orleans Parish’s criminal justice system. The causes are complex and long-standing: non-unanimous jury verdicts, “show up” eyewitness identification, material witness warrants, “multiple bill” adjudication, an aggressive DA and an overburdened Public Defender’s office. The effect, however, is plain to see: our ever-expanding incarcerated population. -JK
